Paraphrase of telegram No.387 to Mr. Clive, (Peking).
23rd November, 1920.
Referring to telegram 356 (2570) from me.
The orbit of consortium is not affected since proposed
loan does not involve public issue and I have let Chairman
of Eastern Extension Telegraph Company know this,
He is now anxious to enter into negotiations with
Chinese Government but before doing so he will find out if
His Majesty's Government have any objection.
He thinks his company might be ready to accept a scheme
for pooling among Consortium Powers should there be great
opposition to the suggestion that monopoly should be extended
over another twenty years.
Please let me know what view you take in general of the
present state of affairs.
